Dulles Corridor Metrorail Project: Design-Build Contract for Phase I By resolution approved on June 6, 2007, The Metropolitan Washington Airports Authority Board of Directors authorized the Airports Authority to enter into a contract to construct Phase I of the Dulles Corridor Metrorail project. On July 23, 2008, The Metropolitan Washington Airports Authority Board of Directors approved a resolution authorizing the Airports Authority to update the previously approved contract.

  The purpose of this Environmental Assessment (EA) was to evaluate existing conditions and environmental effects for building a new, permanent midfield concourse to replace the existing Concourse C/D that was built as a temporary facility in the 1980's. The Proposed Action (Build Alternative) included these four elements: Tier 2 Concourse (New permanent Concourse C), an Automated People Mover (APM) System and south utilities and support facilities.
